Since when do you need permission from another university to transfer? Is this an F1 visa thing? If so, that seems unnecessarily cruel and unusual.

Yeah, I remember reading about this before, a few or handful of the students wanted to use this "fake university" for immigration and visa purposes. You know, pay and stay, but not really take courses and/or graduate with anything. However, most of the students were actually trying to get into the university to do "real" studies and graduate so they can work further towards immigration. I think it was a waste of tax dollars for this, they could have done something differently instead.

So they punished students who, when they found out the classes were fake, wanted to leave to go to a real school?!? Unbelievable.
