Free upper division courses, yes. edX is your friend. Free upper division level courses for credit, I don't believe so.

It depends on your school but some schools might accept Texas A and M Engineering Extension Service-TEEX cybersecurity courses as UL. I believe there are postings on here about TESC accepting Cybersecurity for IT Professionals (ACE recommended) as UL CIS-344 for 2 credits. It appears to duplicate the DSST Cybersecurity exam.
