As far as I can tell, the Fairfax County Public Library has Mango. It's $27/year.
International members can join the Orange County Library System for $125/year and that also appears to have Mango.

You could get a visitor's library e-card from Broward County for free, then access Rosetta Stone from there.

Rosetta Stone is pretty terrible. And I actually paid for it!

Thanks for this, I've actually used a few offerings from the library and these mentioned are provided... It's much better than before, Book & CD... but that was then, nowadays it's all so much easier with Audio books and digital versions online!

I do recommend Broward County as an extra library card for Overdrive/Libby. Houston Public Library has Mango, and their card is $20 for 6 months or $40 for a year.

It looks like the Broward County Library also has Hoopla. If your local library doesn't have Hoopla, give Broward County a try. Hoopla has even more foreign language resources than the local library does.

Hoopla is also a great resource. I found another library that has Mango: Carnegie Library. The fee is $30 and the card has to be renewed every 2 years.

A lot of libraries are like that. You must pick up your card or otherwise complete your registration in person.

There's an app called Language Transfer that is also good. It's basically live recorded lessons to help you understand mean points to forming words and sentences in other languages without actually knowing the word to begin with.
I had a friend that worked for Rosetta Stone. He had mentioned another online software that basically allowed you to load in your own flashcards with your own photos. Apparently there's something about personalized photos of flashcards that helps as well.
Finally, there's a book called Fluent Forever by Gabriel Wyner that I would recommend.
I'm also on Duolingo and I really should just break down and pay for it. I think I might have tried mango through the library here once but I don't really remember being overly impressed with it. I like Duolingo because it almost intuitively teaches grammatical structure, although you can look up the rules if you want.
