The Distance Learning Portal website seems to be pretty good. Has a database of approx 10000 Distance/online programmes mainly from Europe and North America. You can filter on language of instruction, level of qualification and price, although the price filter seems to not work very well, as it gets confused when individual course/modules prices are quoted.

For myself, I've looked at obtaining a Bachelors or Masters overseas. However; because of the Big 3/WGU and a handful of other competency based degree providers, that no longer is what I'm looking for. I would recommend the South African and Cheaper/Free European universities because of their cost, but nowadays, with Patten/Hodges/WGU, etc; The cost isn't much of a factor, I'm more into looking at doctorate degrees (if I ever get to that level) from overseas institutions.
Heriott Watt has a DBA for $27,000 USD, I do believe it's mainly coursework and exams.
(and the MBA mentioned doesn't require a Bachelors degree for admission, it's straight up testing 10 courses!)
On the sister forum, a post for PHD Leadership from an NA institution was also $27,000 or an RA for $31.500 ;

Updating this thread with my progress. I have submitted all my documents for admission and this weekend I will take an admissions test. I will have an answer next week. If I'm admitted, I'll be starting next week. Very excited.

That's 100% true - except that there are, of course, a number of assignments to be completed before the exam, in each course. They're selective about admission without a Bachelor's. They'll ask a lot of questions; they want to determine that you're a candidate likely to succeed - who has the right stuff, despite the missing Bachelor's. I'm sure they've learned to do that quite well. As I remember, they enrolled a Canadian boy (with his parents' approval, of course) at age 13 or so. The kid was a proven, bona-fide prodigy and graduated with his MBA - I think he was 15 by that time.
Yes. Excellent school. They know what they're doing -- in all respects.

I took Nebrija's entrance exam and it was...umm, humbling lol. I don't do too well on multiple choice questions so the English reading comprehension based on a linguistics passage was challenging for me. There weren't many questions but a few were tricky. That part is to ensure that incoming students are proficient enough in English to read linguistics texts in English when they are part of the coursework.
The Spanish part was different. It had to do more with how to teach the language. That is what the grad program is all about so I'm not sure if this is just an aptitude test or not. We shall see.
I gave it a shot and I did my best.

There are many countries that offer degrees (undergrad/grad) taught in English and are also free tuition for USA citizens.
That said, I am unaware of ANY that are available through distance learning and taught in English. If you find one, I'd love to know about it for the 2017 edition of Completely Free Colleges. Countries with free tuition when you attend on campus: Argentina, Brazil, Estonia, Finland, Germany, and Norway. Of course it isn't free to live there, eat, etc.
