I have read Ecelsior catalog but I want to make sure what I am reading is correct! Its seems that Excelsior only requires 12 upper division hours for a Bachelor Degree in Human Resources.Please let me know if I am wrong.

It looked like that on my degree program in Crim Justice, but when I spoke with my advisor he stated all BA/BS programs require min 30 HOURS UPPER LEVEL UNITS, yours may just be 12 hours in APPLIED MAJOR, so talk with a advisor, but I am sure it is 30 hours.
I am waiting on TESC to see if they offer me a better deal than EC.

I'm not sure if the requirements for business degrees have changed, but I think 12 and 9 are correct.
Keep in mind that some core subjects such as Business Policy, Operations Management & Finance are already upper level but are not included in the upper level requirement count, that's already 9+9+3=21 upper level credits. I think this is for added flexibility as I've seen them accept lower level courses for the core requirements (as is the case with Penn Foster's Finance course).
In your case, you can for example take Money & Banking or MIS to get 3 business credits (it has to be an upper level business subject) and 9 more in your HR concentration to complete your upper level requirements.
I would definitely verify with an advisor to check if this is still current as policies can and will change after catalogs are published.

Also as of July 1, Excelsior no longer offers business specific majors (ex -finance major,marketing major, management of human resources,etc.) Now the degree is a general business degree with a concentration in whatever you wanted to be your major.

EC BA/BS Degrees are all required to have 30 Upper Level Units total, 21 and 9 or 30.

I am referring to all 4 year degrees with EC, I try to scam a easy and quick degree and when I asked about major and no-major 3 different advisors told me you have to have 30 Upper Level units period , regardless of what degree you are pursuing it is even in the school catalog. The only difference is, is the manner and way they are applied to your degree.

I hope they haven't changed their policies again, I'm pretty sure I will be graduating with less than 30 upper level credits (according to my approved plan). I currently only have 7 such credits, and only 6 more will be enlisted as upper level on my transcript. The other subjects that are upper level but won't be counted as such will be the programming language (3), Operations Management (3), Business Policy (3). I will most likely end up taking Finance from Penn Foster (lower level course). So all in all, I would be graduating with 13 upper level credits (plus 9 more that will be listed as lower level)

To satisfy the concentration requirements I used:
Industrial Psyc (TECEP) Lower
Principles of Supervision (DSST) Lower
Labor Relations (ECE) Upper
Human Resource Management (ECE) Upper
Organizational Behavior (ECE) Upper
That is 9 upper and 6 lower. My HRM degree is being conferred today.
I take it you enrolled before July 1, 2008. If you did, this should work for you also.
Follow the catalog on the rest of the requirements, you can get the catalog in PDF form at Excelsiors website.
For the requirement for any business degree read page 30, it says minimum 12 upper level business credits with a minimum of 9 in the concentration.
For the requirement for the HR concentration it is 15 credits with a minimum of 9 upper. The 3 remaining upper credits can be gotten from other DSST exams like MIS, Money and Banking, Business Law II.
Oh, and Finance is not considered upper level by Excelsior, although it is by DSST.
