Wondering what the cheap, fast alternatives are for meeting Ethics at Charter Oak now that the Institutes course does not meet that requirement? Any CLEP's fit here also?

No Ethics credit via CLEP.

Saylor has ENVS203: Environmental Ethics, Justice & Worldviews that should work.

If DSST is in your budget, COSC lists some of DSST for ethics: Business Ethics & Society, and Ethics in America. not free or as cheap as saylor, but an option for low cost.
TESU: BALS June 2021 (comm college, clep, sdc sophia coopersmith, SOS110, and capstone)

What about Business Ethics from Straighterline? It says it transfers as Business Ethics on SL website. Will that tick the box on general Ethics requirement as well?

Any course tick the global AND ethics requirement?

Yes, Business Ethics will work.

No global/ethics that I've heard of.

No, just saw that the Saylor course is expired.  Sorry, I don't always check those first.
