Ashworth is a great option. They will enroll you the same day, as it's a competency-based, self-directed program. I've done two programs through them and they're great. Accept a wide array of transfer work too.

Northern Arizona University could be possible. You can choose literally any Wednesday to start the competency-based programs. They reviewed my unofficial transcripts for admission with the understanding that I still had to send in official ones.

Also, lots of CC's have wintermesters over the holidays. Can't hurt to enroll at one of those. See if his school has wintermester classes, which would mean he'd be enrolled right away; if not, find a school that has one and will let him enroll and register for 1 course prior to receiving all of his transcripts.
