Who said that WGU only wants a transcript from the degree-granting school? That isn't true. WGU wants every single transcript in existence, including ACE, CLEP, and DSST. WGU is, by far, the most annoying school when it comes to transcripts.

You can ask to exclude transcripts if sending them seems unnecessary, but it sounds like you can't use them for future degrees. For example, you complete a business or IT degree at WGU. Later, you want to complete the BSN and need the science prerequisites from a transcript you excluded. I don't know if WGU will accept credits from that transcript.
This is their warning.

A little off topic, but I tried to get into WGU's health informatics program (now health information management) a couple of years ago since it would qualify for USPHS. They said my CIW certification would not qualify for admission since it wasn't transferable. Now, it's transferable. Anyway, I'm glad I couldn't get in because USPHS almost never has openings for health information managers.

When I applied to WGU I asked my admissions advisor about transcripts and mentioned I had credits from multiple sources. At that time I was told that since I am applying as a graduate student they don't need the transcripts from every school I attended, only the transcript from the final degree-granting school. If that is what you did, then that seems to confirm the requirement.
I assume that means that for masters candidates they only need to validate that you have a valid bachelor's degree and don't need to scrutinize which courses you took at the school. That or the transfer courses listed on the final transcript are good enough to validate that you meet the program prerequisites.
Though part of me thinks I should send my ACE and CC transcripts as well, just in case I decide I might want to look at a different degree in the future.

CIW can satisfy related course requirements but still can't be used to satisfy admission requirements (in 2017 when I started anyway) because they consider them "lower level" certifications.
I don't necessarily disagree with this, CIW certifications are garbage. No one aside from WGU IT students seem to have ever heard of them and you can pass them with common sense and a 60% or so cut score.

A couple of years ago, my specific CIW certification wasn't on the transferable list. They've since added more. Some programs require certain certifications for admission, and some only require a transferable certification.
I don't disagree that CIW certifications are easy, but there are other competency-based IT programs now that don't have these admissions requirements in the first place. I'm of the opinion that baccalaureate programs shouldn't even require experience, but that's a different topic
The transcripts department told me yesterday that they didn't need the other transcripts since it was a master's program, but they excluded the transcripts they didn't have. It makes me wonder if those transcripts are now unusuable for their undergraduate programs. I have no plans right now to get another undergraduate degree, but I had science classes on those excluded transcripts that would satisfy the prerequisites for the nursing program.

I would guess if you're going into a new program you could send the other transcripts, and that note you quoted is probably just related to their policy that once you start a program you're locked in and can't transfer new items into that program. I imagine starting a new program starts a new pre-start transfer period.
Of course this is only a guess, so I could be wrong.
