美國所有大學都經過聯邦或州政府審批和監管才能開始辦學，有些大學可自願向各類民間組織申請認證，美國教育部不參與認證任何大學，認證由美國教育部授權的行業性民間組織完成，「認證」的實質是在政府監督下的同行評議。由於認證民間組織靠向所認證的大學收取高額年費自負盈虧，所以經過認證的美國大學並不代表其擁有高水準的教學質量，反之未參加認證的美國大學也可能是高水準的大學。美國教育部意識到其中問題，所以申明所有認證出於自願。由於民間組織權威性問題日益突出，因此近年來一些著名的美國大學逐漸開始停止支付認證年費給認證機構從而退出認證機制。

Blackwell Global University is licensed by the Florida Commission for Independent Education (FCIE), License #12499. FCIE is responsible for licensing non-public post-secondary educational institutions in the state of Florida. The Florida Commission for Independent Education is located at 325 W.
