Welcome to the board! COSC's HIM/HIT program may not be fully test-out-able, they'll require 30 RA credits. You may want to provide us more details in regards to your budget, commitments, previous credits, time you have to complete the degree. Have you looked at the other Big 3 or WGU?

With changes to COSC's policies, it seems like they're heading down the path of not being able to complete their degrees without taking a significant number of credits from them specifically. I'm not sure that this was ever an alt-credit-friendly degree in the first place.
What kind of budget do you have? How many credits do you have? Does it have to be Health Information Technology specifically, or would you be open to a more generic IT degree from somewhere like Purdue Global?

If the competency-based education model works for you, consider the 18 semester hour undergraduate
Health Care Informatics Certificate from University of Wisconsin-Milwaukee via UW Flexible Option. It can be stacked toward the BS in Health Science or BS in Information Science & Technology also from UW-Milwaukee via Flex (or toward the BS in Diagnostic Imaging for candidates already credentialed and experienced in a health care imaging profession).
