If the blue line is at 66% and the green line is at 5% does that mean the person has reached/exceeded the 70% mark & can submit it to ACE (ie is finished) OR does the blue line have to reach/exceed 70%?

Your assessment must be above 70%. Not the subject's mastered.
Once you get mastered past 70% you can log into your main account and request an assessment.

I thought the blue line had to be past 70. . . for some folks, that may mean actually working to 75% or higher before they get done, depending on their mastery of the material.

Nope, as long as that blue line hits 70% exactly, you can have ACE pull the course info and get credit. Some people don't even do the course modules to get those last few percent, they just force assessments non-stop until it creeps over to 70%.

The completion of the assessment questions (correctly, of course) is what translates the green (modules studied) to blue ("learned") You will also get items in the assessment which have not been covered in ALEKS modules that you've cleared yet, and if you get those right, the modules they pertain to will be filled in. (Which you can get extra % in the progress bar for.) Once an assessment is completed, the bar should totally revert to blue, for whatever percentage that it assessed you at.
