What would your opinion be on both degrees on the undergrad and graduate level? Does the Administration degree have more flexibility?

No. Plain CJ would have more flexibility because some agencies are picky about having a human services-related degree. For example, the Texas Juvenile Justice Department regularly posts ads that say law enforcement and police science degrees are not acceptable. CJ administration is better as a graduate degree for CJ administrators who want further education in this area, but an MPA or MBA would be better. If you ever wanted to leave the field, CJ administration would not be a marketable degree.
