College credits from out of the country

I wonder if anyone could help me and guide me on this. I have 98 college credits from out of the country (Peru) they were in Spanish and the ES didn't take them (even though she took my high school certificate (that's what get get in Peru) that was all in Spanish) because of that reason, so I translated it (it says there the name of the class, the credits of it and the total of credits... Its so easy to verify that I am sure with even putting it on Google translator she can see it it is correct) and she sent it back again without further information on why wasn't she approving it. So I contacted a Paralegal that speaks Spanish and works at a Law firm and asked her to translate it for me and sign it so that if the ES has any questions she can contact her. Well the ES has been on a lot of leaves this past weeks if not month, but now I am waiting to hear from her since she came back to work yesterday and my recruiter said he sent it (my translated transcript by the Paralegal) out again yesterday but we haven't heard from her yet. My questions is what should I do if for some reason she denies it again. I was told that I should ask for the regulation--in writing--that stipulates why she will not accept these credits and also ask to speak to this person's supervisor. Is this the way to go?

I leave on January 23rd and I don't want to give up on this when this can put me to E3.

Thank you for any advice you can give.


PS. I was told by my recruiter that credits from out of the country have been taken before.

*Also is it possible that if nothing can be done right now, can I take my transcript to RTC and show them at the end and see if they would take it?

One possible issue may be that you are not a professional credential evaluator. Try a service like WES World Education Services - International Education Intelligence or similar, and send in a transcript from them.

Well I also had about 99 credits from two Peruvian Colleges (University of Lima and University San Martin de Porres), I submitted the transcripts together
with the syllabus plus a translation of each page. The ECE (Educational Credentials Evaluators) validated all my courses, at first I did a transfer to Excelsior
but after reviewing carefully all the programs I decided to go with Thomas Edison (they accepted the ECE transcript without any problem).

Now, recently I tried to validate a certificate from a new University in Peru (UPCI), but I was told by the ECE that unless the courses on the
certificate are applied to a current Bachelors or Associate(there is no associate in Peru) in the University then they would not be accepted for
credit.
