I'm not sure I understand what the advantage of this is. Does this make it easier for COSC to transfer in the credits?

For those of us in "the know" this may not seem very significant, but for students who perhaps didn't even know this option existed, it could open doors up that they never knew existed. It also takes away having to create an account with Excelsior.

It may not seem like a very big step, but it but it could be a sign that Charter Oak might be considering creating their own CBE's.

That's an interesting point that I hadn't considered.

A student can still use financial aid (albeit, only student loans) for their CBE's. They would just have to borrow enough in one term to cover tuition, plus whatever tests they plan to take. They can get the extra money given to them by the school for "educational expenses."

I used leftover financial aid to pay for CBEs. If you attend a really cheap college, you can use leftover grants to pay for CBEs. Of course, student loans have to be paid back, but many are still subsidized. Well, student loans don't really have to be paid back. If you're on some kind of income based repayment plan and you make all of your payments for 20 years, the balance will be forgiven. If you teach at a low income school (and you would be surprised at how many schools qualify) for 5 years, then your balance will be forgiven after 120 consecutive payments (10 years). If you work for a government or non-profit agency for 10 years while making 120 consecutive payments, then your loan balance will be forgiven. I hope I got all of those numbers right. Anyway, it's socialism.

Just attending COSC and TESC is taking part in socialism just because they are state-funded institutions. There is so much socialism in the U.S. in which most Americans partake and people don't even realize it.

Financial aid for exams makes sense for the government. The quicker a person has their degree the less financial aid they will use in the long run. It is simply a matter of efficiency.

Providing financial aid, period, is cheaper than having people live off of welfare for the rest of their lives. But in a pure capitalist society, people would find their own way to pay for colleges. Actually, a lot of people blame the easy access to financial aid for the high price of education. If very few people could afford to pay these high tuition rates out of pocket, colleges would be forced to lower their costs.
