Charter Oak Application Process

If I applied today, I understand the next semester begins at the end of October, would I need to pay for the current semester even though I am not registered for any classes?
At what point would I be considered a matriculated student?

Basically, I need to get a credential evaluation which can take a month or longer. I would like to have this evaluation completed before classes start in October but I need to be considered a matriculated student in order to get the credential evaluated at a reduced rate. I am trying to figure out the best way to do this. I would also like to work with an adviser to assist in my degree plan but I am also hoping to have everything completed within one semester.

What would be the best way to go about this?

Fall semester classes start on August 24. On October 26, term two of the fall semester begins. So a new semester does not begin in October, only the second half of the fall semester. If you register for classes in October, you will only be paying fees for one semester. You are matriculated once you are accepted, registered for a class, and have paid for your classes (or started a payment plan). If you want to take classes in October, it would be best to go ahead and apply since the process can take a little while.
