I've been a TESU student off and on for a few years so I can help with a few of these questions. I don't have direct experience with the other two schools.
As far as applying to all three and submitting your transcripts to them, that makes sense. It's not what I did mainly because I didn't know it was an option, but it makes sense. If you can afford the application fees then yea I think you should do it. It will help you figure out which school will take the most of your credits.
Re-evaluations don't cost anything at TESU. You can even do a preliminary re-eval yourself through the online Student Services portal if you are a student there.
If you choose TESU and if some of your credits don't transfer in, you can still use them as some of your evidence in a PLA. Thomas Edison State University: Prior Learning Assessment Because of these forums I have since learned that there are other options for PLA but I can't comment on them because I have not used them. TESU's PLA is reasonably priced, imo.
Once you have some idea of the holes in your degree plan you will have a better idea about how to fill them in, and people here will definitely be able to help you with that.

They are not the same course and I think TESU has erred in accepting the SL course as Intermediate I. I made this discovery here: Intermediate Accounting II.
