my school takes CLEPs but i asked them if they accept DANTES, they said they dont even know what it is.i called testing office, registrar etc...

Yes, people who are not in the military can take DSSTs (DANTES), but the acceptance policy is up to the school. You should dig a little more and find out if your school will take any of them. Ask your Academic Adviser. I take my DSST exams at the same community college where I take my CLEP exams.

Yes! Not as many test sites as CLEP (at least near me) but you can take them; they are NOT just for military.
