COSC Student Services Fee for summer $275 & Technology Fee $68

I have been putting off taking a class at COSC, due to cost and a possible change in plans.  

I love the features of COSC degree planning, ect., I have about 90 hours at COSC (currently enrolled in 9 hr at CC) and need about 21 hr UL (9 hr in information tech). 

I was planning on taking some UL at Fort Hays or somewhere under $250 Cr. hour.

Anyway, is there a way around the Student Services Fee for summer $275 & Technology Fee $68 or is this a sunk cost for keeping me enrolled in COSC even if I don't take classes.
