I would like a clear answer. Can I write CLEPS before applying at Excelsior
or another college and be able to use them as credit? The wording is ambiguous according to an Excelsior calender. Somewhere I read that they
will only accept CLEPs after you enroll. It is my understanding that CLEPS
are ACE evaluated. Would I put them on an ACE transcript. I took a a few
ACE approved courses in the past. How would I get them credit banked with
ACE? What is the cost? Is there a yearly fee?

As I understand Excelsior you can only get credit from them by being enrolled as a student or enrolling for the credit banking service -- both of which cost money of course. To get your CLEP transcript sent to Excelsior you simply contact them at
About the College Level Examination Program (CLEP)
As for ACE, there is an initial $40 fee for the transcript service...which I believe includes one free transcript. Any transcript requests after that cost $15 each. There is no annual fees for any of this. I hope this helps.

To further clarify, you don't have to be enrolled in any school to take them, you can take them at any time and the credits stay 'good' for 20 years. When you choose to enroll, you can then have them sent to the school of your choice, as long as it's within the specified 20 year period. No school will GRANT credit for CLEPs/DSSTs/ACE transcripts until after you enroll in that school, but that doesn't preclude you from taking them in advance and then transferring them to the school later.
Whether a school grants credit for any particular test is up to the school, though, so it's always a good idea to review a school's policies before counting on any particular test applying to the program you ultimately choose. Case in point - the Freshman Comp test I aced would have counted as Humanities credit if I'd chosen Excelsior, but since I took it w/out Essay, TESC won't take it at all. All schools have different policies about how they apply the various tests, so even if you're testing out before enrolling, helps to be aware of those policies in advance.
