The testing center probably won't let you schedule an exam until you have paid for the exam, because they now require a code (given after you pay) to sign you up - at least, that's how my testing center works. So go to the CLEP website and purchase your exam in advance:

Then, call whatever testing center you're going to use to schedule your time to take the exam - they are all different, and have different policies and availabilities, so you want to do that as far in advance as you can.
You will probably have to pay an additional amount directly to the testing center, so find out what how much it will cost and what forms of payment they will accept. No fun to go to take an exam and be told that they don't accept debit/credit cards, but will take cash or checks. Or whatever their policy is.

There's no official deadline, but at least three different times when I've waited til the last minute to pay for a CLEP, the College Board site has been randomly "down for maintenance" and not receiving any transactions. Which meant rescheduling the test and all that fun. Of course this won't happen to everyone but it's happened enough to me that I recommend paying for the CLEP early to avoid any drama!

It's just me, but I always sign up no later than 3 days before I am scheduled, just to be safe!

To Answer your question in the simplest manner I would take these steps.
1. Goto Free-Clep-Prep.Com and check the exam diff list (Psych/Soci among the easiest)
2. Goto Amazon.Com and search REA Sociology / REA Psychology (buy those books usually around $22 a pc)
3. Goto the CLEP website and buy the tests (to avoid any issues as mentioned previously)
4. Decide when you want to take them (my test center only allows 1 per day if that's the case with you study/take the Psych one first. Very easy. The REA guide wont prepare you to answer all the questions but if you know the material in it you will pass with a good room for error. I only used the REA Guide and 2 or 3 KHAN Academy Videos and got 61/80.
5. Take the CLEP and get your quick and easy 3credits.
Quick Recap. Decide on Exam, Buy REA Guide. Buy Exam. Schedule Exam. Start Studying for Exam. I would take assessment test right after reading the Guide. Take Practice test 3 or so days out from test. Take Practice test 2 1 to 2 days out from test. If your hitting 66% or better on REA Practice test you should be ok but I would still hit the books a bit more and strengthen any weak points you might have.
