If they have truly made the change to the IBT platform, you are required to pay at the CLEP website ahead of time (producing a registration ticket). Some test centers may be willing for you to use one of their computers, but you will still need to have a My Account set up, log into the CLEP website, and place your exam order. If test centers are allowing you to "pay the old way", they have not transitioned to the new platform yet.

I just have to say what a pain it is getting a voucher through the My Account, especially on a gov't computer. I've gone through the process for around 10 tests now and it drives me nuts. I end up having to sign in 3-4 different times, plus I have to get past an untrusted certificate error 3-4 different times! Not to mention even though I put all of that info in there, it isn't even saved for when I'm sitting the test. I have to enter it all. over. again. I just hope they get it fixed at some point, although I'm sure it will be well after I'm done with all of my tests. It must have been coded by the same people that did the Obamacare website...

It sounds like you must be taking your exam at a test center that has not tranferred to the new testing platform because you would NOT need to enter anything again.
I believe someone in the IT department where you are trying to register should be able to resolve the "untrusted certificate" issue. You do know that you can use any computer to access your My Account and register for each exam, right?
Bottom line, this does not sound like a problem that CLEP needs to resolve. Once the April 2014 date rolls around which is when all test centers must complete the transfer to the new testing platform, you should see one big problem area disappear (no need to re-enter your info).
