Getting a straight-up IT degree (like the program at WGU) is quite a different animal than getting a BSBA with an CIS or MIS concentration. The first is for someone who wants to be an IT professional, the second I see more as useful to a manager who has to deal with IT issues. That's why the admissions requirement at WGU is so stringent. I would make the determination of what it is you want to do, rather than picking a degree program based on money and time criteria.
First decide on a destination, then pick the path.

This is true, however your are probably still technically a resident of your current state. It takes 12 months to qualify as a resident for tuition purposes in NC. Long story short, if you want to attend WGU, i'd apply before you officially move.

WGU also has a Business degree with an IT concentration.

They have IT Management, which could be a good choice for the OP. It also does not have any special admissions requirements like the IT degree does.
