TESC has some sort of Prior Learning Assessment that counts toward the 24 hours required for the pay per credit plan. Kaplan has some type of PLA. Does TESC accept Kaplan PLA? For a person with lots of experience in personnel administration and several certifications, which would be the most generous PLA?

The portfolio assessments count toward the residency requirement for the Per Credit Tuition Plan. TESC's introductory PLA courses also count toward the residency requirement because they are TESC courses. You need to take some kind of introductory PLA course in order to attempt to earn credits by portfolio assessment at TESC unless you have earned portfolio credits in the past. TESC potentially accepts introductory PLA courses from elsewhere to meet that requirement, but those courses, in and of themselves, will not count toward the residency requirement because they are transfer credits. Kaplan's PLA course is free, but earning credits for your portfolio there is not.
Just to be clear, the PLA courses being discussed here are just courses that teach you how to earn credits by PLA or portfolio assessment. Your best options are to earn the credits by portfolio assessment at TESC (you can potentially take the introductory course somewhere else) or earn NCCRS-approved credits by portfolio from LearningCounts. The credits earned through LearningCounts will not count toward the residency requirement because they are transfer credits.
