It probably wouldn't even be worth it in your case being that this bachelor's degree is shorter and has no specialty. It's beneficial for those who need the bachelor's as a check in the box who have the hours but not a fully completed degree or have credits from an unofficial degree like the Master Propio from ENEB to backfill those hours towards the bachelor's if they somehow had not earned it yet.

He only has lower-level courses. He transferred in one year worth of courses from the Phillippines that were 100/200 level courses in a different field and completed roughly two years' worth of additional courses here in the USA that were all lower level for the Associates so he would still need to take an additional 30 credit hours at the 300/400 level. Athabasca U could count ENEB Masters degrees as upper-level undergraduate courses which would meet the requirements for the BGS degree.

Again, it really depends on what you currently have on the table, and what you're bringing in... Pretend you have a Bachelors of Biology or whatever. You have a Masters of Marine Biology as well. You're looking for a BGS in Applied Studies (Business Admin). You take the TWO ENEB offerings of your choice and have that evaluated, then transfer that to complete the Athabasca BGS with Applied Studies. The reason you need TWO ENEB is because you need to max the UL and the 45 credits in a vastly different subject field.

There is a discrepancy between what you're doing and what I am informing readers... For a few years now, since 2018 or even earlier, I mentioned the fees are supposed to be roughly $200 USD when converted, there are no additional fees as you're not taking any courses at Athabasca U. The only fees are the two I mentioned, and even with a slight increase, it still hasn't reached the $200 USD yet...
At the current exchange rate, the $256 CDN is equal to $193.65 USD... What you're trying to do is extra work by doing/paying more than needed or using the calculator to calculate a cost for 0 credits, or 1 credit, they will add 'extra fees' to the courses that are worth 0 credit as they treat it as a regular course! So skip that thought and remember, the only two fees I mentioned in the initial post...

The course administration and technology fee and Alumni Relations fee do not apply to 1-credit courses.
Athabasca University offers a number of 0-credit courses (e.g., ENGL 140). Zero-credit courses are assessed the same fee structure as 3-credit courses minus the Students’ Union Fees and Alumni Fees. Other academic-related fees and regulations also apply to 0-credit courses.

To fulfill in the cheapest way the minimum credit requirements of RA in English language/composition/or similar for this degree, which will be you recommendation?

If you were asking me, and you're local in the US, then any community college would do, as some student get tuition assistance, reimbursement, or even grants for their classes and it can come up really cheap. Having said that, for those who want it quickly, then the TESU English TECEP - Writing for Success (ENC-1010-TE) for $52/credit, that's $156 in total. Another option would be TEL Learning, it's $67/credit I think, a tad more expensive, and you have to do some real assignments instead of an exam.

TECEP will be accepted by Athabasca?
Also completly unrelated the TECEPS does not work for Residency requirements at TESU, no?
I answer myself on the second. They do not count for residency. Only Thomas Edison State University Online (OL), Guided Study (GS) or e-Pack (EP) courses.
