I am looking to transfer credits to a university that allows only 72 lower-level credits to be transferred in, and they also place a limit on the number of CLEPs, ECEs, independent study courses, and other forms of credit that I can transfer in. Does anyone know of any schools that will admit me as a non-degree seeker and offer upper-level courses online? I already know that you can take UL courses through Excelsior and the other major distance schools without enrolling, but the cost per credit hour is a bit prohibitive. Fort Hays State Univ. seems like an option since their cost is $170 per credit hour, which is lower than other schools that offer UL credit. Thank you in advance if you have any suggestions, feedback, or advice.
Here's my criteria:
1. Courses cannot be independent study (makes me upset, because Independent Study in Idaho and LSU Independent Study courses have reasonable tuition)
2. Cannot be CLEPs, ECEs, or DSSTs (the school that I'm planning on attending limits the number of test-out credits)
3. Courses preferably need to be priced less than $200 per credit hour. If anymore than that, I might as well take Excelsior's online UL courses.

Adams State College has a few UL distance learning options that I was looking at. They will allow you to enroll as a non-degree seeker and also have both correspondence (paper) and online self-paced courses.
Colorado Distance Learning - Extended Studies - Adams State College
I haven't taken any classes there, but it does seem like a good alternative. COSC did confirm that the class I was looking at there (300-level sales management would indeed be recognized as UL) For what it's worth, I'm in Colorado and had heard of Adams State prior to learning about their distance options. It's definitely more well-known as a small B&M college, and not for online classes.

American Public University System - Official Site meets all of your criteria! *Except if you take upper level, will your university accept it in transfer?

Jennifer makes a salient point- get it in writing that the courses you take will transfer. Also, besides just the tuition cost, have you identified the UL courses you want to transfer back to the school you want to get a degree from? Are they nursing courses?

72 lower level credits + 42 upper level nursing credits = 114 credit hours (I need 126 credits to earn a bachelor of science in nursing degree from OKWU)
The UL courses that I want to transfer are not nursing courses. Rather, they are free electives such as pathophysiology, upper level humanities courses, social sciences, etc. It looks as if I'll need 12 credit hours worth of UL free electives to get to the magic number of 126 credits. I have the option of taking these UL courses at OKWU, but I really don't want to pay the $388 per credit hour if I can complete the same courses elsewhere at a more affordable cost.

Through APUS, you pick either American Public University or American Military University- same business, 2 options. Identical options actually. The classes are 8 weeks, 6 start dates per year, and undergrad is running about $200 per credit.

Seminary Extension have around 20 UL credits and very affordable. They provide online classes. Some classes offered : history of christianity philosophy of religion ext.
