TESC doesn't charge to accept credits, but they do charge a large fee up front to cover a year of enrollment. That fee covers exams or other credits brought in and allows you to register for courses.
I would like to point out a few corrections:
-English composition with essay is no longer an exam, you will take College Composition (and not take College Composition Modular). The difference from the old one is the use of a second essay asking you to cite your source (in this case they give you two documents to use for source material). Just keep that in mind when you study and ignore any outdated material you see on the old English composition with essay exam.
-Your area of study is not doable at TESC. The courses you listed are not offered by TESC even though they are on the list you found to showcase the degree. TESC specializes in the transfer of credit and therefore doesn't offer most of the courses they show in the sample degree plan options. Here is your area of study with course codes:
CLEP Analyze and Interpret (Part II of split) - LIT-292
Survey of Literature I & II (this course does not exist that I can find, I believe it refers to taking either a part I & II of a basic American or English Lit course). I would say this would eat up one of your exams. Lets say American Literature goes here. - LIT-111/LIT-112
Latin American Literature - This is another course that doesn't exist at TESC that I can find. Courses listed on the grid (

CLEP English Lit - LIT-208/LIT-209
By my count you have only three upper level credits available if you only do testing and TESC only using your grid (and that is the capstone). You need to rework the plan with courses that are in the database of courses offered
Thomas Edison State College: Course Offerings (not using the grid for the degree) or explore other schools to take the courses and bring them over. You will find very little flexibility in that degree if you only do traditional coursework at TESC and testing. If that is the degree you want and TESC is the school you choose, submit the credits you have and work an advisor to plan out the rest of the degree. Unless you do some Prior Learning Assessments (PLA's) you will probably not be very happy with the choices offered for that degree. If you do a search in the upper right for BA English you will find many posts which show how others have pulled credits together for this degree, just note that the choices you made are not possible unless you transfer them in.
My completed "non-traditional" credits include 27 credits from CLEP, 30 credits from DSST, 6 credits from ALEKS, 19 credits from FEMA courses including PDS, 3 credits from NFA courses, 10 credits from ACE Workplace Training, 3 credits from a TESC TECEP exam, and 3 credits from a TESC PLA course.
