You probably have a CD, DVD, Floppy, or USB Drive in. The system is trying to boot from those first rather than your hard drive that has your OS in there.

If you have any of those in there go ahead and unplug it.

bootable, bootable, bootable, bootable rockin everywhere...

Ok it means that the hard disk's master boot record is corrupt. That usually means you have a bad hard disk or you at least need to reformat the hard disk or do an "fdisk mbr". You need to take that computer into a reputable computer repair shop. I used to fix things like that but that was back when Clinton was president.

Does your laptop say this?
HARD DISK BOOT FAILURE INSERT SYSTEM DISK PRESS ENTER

If so then Ryoder is correct, get it to a repair shop. Or use your recovery disc, just know that it will erase EVERYTHING.

Or this message?
insert bootable disk

If its this, then most like you need to eject the cd/dvd media from your drive as vernong1992 mentioned.

If it turns out there's no floppy/cd disk in there, you might be able to restore your computer. There should be a disc that came with your laptop that you can put in there and it'll reinstall windows, but I'd only use that as a last ditch effort

ouch, hard drive failure. might be better off just getting a new one, cost will be comparable to fixing it. Perhaps that's what your repair guy will do

so he got you a new one? 140 is about the price of a rather nice/new hard drive. windows, well...who pays for that anyways.
