Since you will have more than 2 transcripts to send in, it's worth the $102 ($50 application, $52 TECEP) to ensure that everything gets evaluated. You don't have to pass (or even to take) the TECEP. It won't show up on your transcript at all unless you do decide to take it and you pass it.
Wow, this is quite a hack! So I wouldn't need to pay the $50 application fee again even if 2-3 years ago by before I get the final capstone completed?

You need to maintain enrollment by paying for a class or a TECEP every 12 months or so. About $50/year (or even $150) is a small price to pay to ensure that all of your credits get counted. You never know when they'll stop accepting credits or the catalog will change. If you wait, you could find yourself with a lot of now-worthless credits in the future.
