If I take DSST Principles of Statistics, would I be able to (if I take it) count ALEKS Business Statistics as upper level? (With the TESC Natural Sciences/Mathematics program.)

AFAIK, both intro and business statistics can only be applied towards BSBA programs. They will duplicate in any other program. "Setting a goal is not the main thing.
