Yup, you'll have to read through the list to see what 'catch-22' issues each may have.  I found U of the People listed here even though they're NA still.  Hopefully that'll change (along with their college name, but doubt that will happen).  All of these may provide tuition free, but there will be "other costs/fees" involved.
