I'm not saying anything about how it relates to his debt story, I'm just saying his educational history matches the description.

I'm not questioning you, or the definition - but using it in the headline.  It has zero relevance to the story or his situation.  It's used to try to make him sound sympathetic.

Wherever he lives, I'll bet there's a Legal Aid office that would be happy to put him to work in exchange for some loan forgiveness. It couldn't be too hard to figure out a public service for an attorney.
