Will TESU allow me to take the same class (upper level) to replace the same class that was lower level (community college)?
An example:
If I took Database Management at community college, it will transfer in as a lower division class into TESU. Now if I needed an upper level Area of Study, could I possibly take Database Management (CIS-311) (Upper level) at TESU even though I already took a class with the same name?

I'm not 100% sure be counted as the "same class" by TESU (it happens of course, like with Microbiology or Organic Chemistry- I've seen upper level versions awarded at TESU despite them both typically being considered lower level). You should really call in and check. If you're enrolled, get prior approval just to cya.

If you take it at TESU, it will either replace it or you'll get credit for both, since the CC course didn't come in with the same course number. If you take it elsewhere, then like Jennifer said, you need to check.

I can confirm that they will give it a lower course number (probably 199 or 299 is very common), and then if you take it as an UL course at TESU, they will probably keep both in the AOS because they will have different course numbers. A lot of times, if they give it a lower course number, they also give it another name (although "Special Topics in XXX" is common for 199 or 299 courses) so it won't look like a duplicate.

My son might have taken O Chem at his CC except the UC would only give him LL credit for it, despite the same course sequence being upper level at the 4 year school. With California CCs adding some 4 year degrees, I wonder if that will change.
