It didn't sound like that to me. Nothing said they'd be just housing students there.
I'm guessing they will put a single (or several) programs on this campus, and they would be kind of standalone. You have a campus with everything you need to take on 1000 students - including housing, classrooms, whatever. Why would you only HOUSE students there? Wouldn't it make sense to have the XYZ program there on it's own campus - let's say the school of nursing? Maybe grow it larger. Add some specialties. Add layers. Add a School of Physical Therapy. And so on.
