It's a fairly strange way of signifying how many sheets of TP are in the package. It's based on the idea that there are 100 sheets in a regular roll. There are various standard sized rolls including Double, Double Plus, Giant, etc. It's all needlessly complicated.

LOL, I just go Costco, Walmart or whatever, and buy the largest pack for the cheapest price... Unless you're really picky on brand or what is on sale, buy that brand when the sale is at a price you're really looking at to purchase.
